According to that webpage of the Perak State website:
The Royal Standard of His Royal Highness the Sultan of Perak is white in colour and bears the Royal Insignia of His Royal Highness in the centre. White is the royal colour of His Royal Highness.Thus there are three variants of the Sultan's standard:There are 3 Royal Standards of differing dimensions: the Standard measuring 2.7m x 1.8 m is hoisted all the time at the palace where His Royal Highness is residing, while the one measuring 1.8 m x 0.9 m is hoisted at other official places where His Royal Highness attends. The third Standard measure 26.7 cm x 19.0 cm and is fixed to His Royal Highness' car when His Royal Highness is travelling.

According to the Perak State website the Sultan's emblem contains six elements:
The Royal Aigrette (the symbol of sovereignty).The Perak State website shows images and descriptions of the actual aigrette and sword.
Crescent (symbolises Islam as the official religion).
Nine-Pointed Star (representing the nine districts in Perak).
The State Sword (called Pedang Cura Si Manja Kini, symbolises power and authority).
The Motto "Allah Peliharakan Sultan Perak" meaning "May Allah protect the Sultan of Perak" alluding to the prayers of His subjects.
Sheaves of Padi the two golden sheaves of padi signify prosperity.

On Ivan Sache's image [see below] of the Sultan's flag, the Sultan's Emblem is missing. It can be seen at this webpage. Please note that until 1985 the emblem on the Sultan's flag was without the outer leaves.

I asked Megat Iskandar bin Megat Zaharuddin about this and he precised that until 1985 the Sultan's flag did have the canton with the Perak state flag. I have removed the wreath from the emblem in the Sultan's website and placed it on the fly of a white flag with a Perak canton, assuming that in this case the emblem is half as high as the flag firstly because this looks better aesthetically, secondly because once the wreath has been removed both emblems appear to have similar sizes but as I say it is simply my assumption.

It is unclear whether in the 1930s the Sultan's standard lacked the emblem, as shown on Flaggenbuch 1939 [neu39].
